I've gotten more artwork than the average player, and I've spent a ton of time searching for which artists do the best work for reasonable prices. List is subject to change, I'm sticking currently to artists that are at least somewhat active, and not MIA. Most of these, unless otherwise noted, I have commished personally, multiple times. Listed in order they appear on my DA watch list
1.) anndr.deviantart.com/
Have not managed to catch him open, to commish him. He does not open that often, and when he does, slots tend to fill up pretty fast. He is best at 'pretty' men, and more youthful women, but he seems to be able to do just about anything.

Love love love this artist. 10 dollar colored busts, and she is currently open! She has done justice to all characters I've had her art, and she is going to be doing Vensyn next, Yay!
3.) dwenda.deviantart.com/
Also love this artist. She is currently taking 5 dollar bust commishes, but it's a temp sale, so act fast! Her fancier more detailed portraits are 20 I believe. She's done 3 arts for me sofar, and Ive loved all of them. Nailed the character each time.
4.) lumaris.deviantart.com/
Lost count of how many times I've commished her. Her best work imo is elf type women and dragons. She has recently raised prices and is a tad pricer at 15 dollars for a speed paint bust, but it's well worth it.
5.) mytiko-chan.deviantart.com/
Some of the cheapest realism I've ever found. 12 dollar headshot/bust paintings, and she is currently open. (these make AMAZING portraits when cropped and resized.) Better at women, but she's been getting better with doing male characters. She's done 3 for me so far and I've been very satisfied with all of them. We had a few hitches with Paen's art as she isn't used to doing manly men, but she was determined to get it right for me, and with some tweaks and edits, she got him perfect.

7.) postey.deviantart.com/ Friggin kickass furc portraits, my characters and friend's characters have been done by her more times than a 5 dollar ho. Keep in contact with her when you commish, she often lets the person watch on livestream so edits can be made as she goes. If you catch her at a good time, you may have your port done the same day you commish it. Ports are 15 bucks.

Best for muscular men, and somwhat 'action hero' looking characters, but he does do fantasy as well. He has a wide range of commish types, from simple flat color 10 dollar peices, to really fancy shiny CG with complex backgrounds. 40 bucks is a lot to fork over for art, but if his style fits the character, you'll be hard pressed to find something close to that nice for so cheap. Wait time tends to be 3 weeks to a month for the really fancy expensive peices. Less time for simplier stuff.

Dirt cheap art that is pretty decent. Little bit of a risk, as they still seem to be learning, and make some mild anatomy errors at times, but they are working for peanuts here.
